为落实 “推进高水平对外开放、建设人才强国” 战略，优化首都营商环境、提升国际人才集聚能力，北京市人社局与市人才工作局印发《北京市国际职业资格认可目录（2025 年版）》，并明确分层分类保障措施、互认方式、平台建设及目录动态机制，核心要点如下：
To implement the strategy of "promoting high-level opening-up and building a talent-strong country", optimize the business environment in the capital and enhance the ability to gather international talents, the Beijing Municipal Bureau of Human Resources and Social Security and the Municipal Talent Work Bureau have issued the "Beijing International Vocational Qualification Recognition Catalog (2025 Edition)". It clearly specifies hierarchical and classified safeguard measures, mutual recognition methods, platform construction, and the dynamic mechanism of the catalog. The core points are as follows:

三大清单持证人员的差异化来京便利服务
Differentiated convenient services for certificate holders in the three major lists when coming to Beijing
（一）《国际职业资格清单》持证人员（143 项）
Holders of certificates listed in the "International Professional Qualification List" (143 items)
以上名单的持证人员，需与在京单位建立人事劳动关系，可享 7 项便利：
The certificate holders on the above list must establish an employment relationship with units in Beijing and are entitled to 7 conveniences:
1.中国籍人员可纳入本市工作居住证办理范围。
Chinese national can be included in the scope of handling work residence permits in this city.
2.部分职业资格可对应具备相应系列（专业）中级职称，并可作为申报本市高级职称的条件；本市用人单位可根据工作需要，对符合对应条件的人员按照相应专业技术岗位任职条件和聘任程序，择优聘任相应级别专业技术职务。
Some professional qualifications can correspond to having intermediate professional titles in the corresponding series (majors) and can serve as conditions for applying for senior professional titles in this city; employers in this city may, according to work needs, select and appoint personnel who meet the corresponding conditions to professional and technical positions of the corresponding level in accordance with the job qualifications and appointment procedures for the corresponding professional and technical positions.
3.部分职业资格可按要求对应核发相关职业技能等级证书，并可同等享受本市技能人才培养相关政策待遇。

5.外籍人员办理工作许可可不受学历、学位、工作经历限制，年龄可放宽至65周岁（高精尖产业领域可放宽至70周岁），符合外国高端人才（A类）条件的，可办理5年以内的有效证件。
Foreigners applying for work permits may be exempted from restrictions on academic qualifications, academic degrees, and work experience. The age limit can be relaxed to 65 years old (and up to 70 years old in high-tech and cutting-edge industrial fields). Those who meet the criteria for foreign high-end talents (Category A) can apply for valid documents with a validity period of up to 5 years.
6.境外从业经历可视同境内从业经历。
Overseas work experience can be regarded as domestic work experience.
7.鼓励本市行业部门、企业事业单位在创新创业、人才培养、子女入学、社会保障、评价激励等方面给予其支持和保障。
Encourage industry departments, enterprises and public institutions in this city to provide support and guarantees in aspects such as innovation and entrepreneurship, talent training, children's enrollment, social security, and evaluation and incentives.
（二）《急需紧缺国际职业资格清单》持证人员（9 项，含CFA）

以上名单的持证人员，需与在京单位建立人事劳动关系，可额外享 6 项升级服务：
The certificate holders on the above list, must establish a personnel and labor relationship with a unit in Beijing, and can enjoy 6 additional upgraded services:
1.可对应相应系列（专业）副高级职称，并可作为申报本市正高级职称的条件；本市用人单位可根据工作需求，对符合对应条件的人员按照相关专业技术岗位任职标准和聘任程序，择优聘任相应级别专业技术职务。
It can correspond to the associate senior professional title of the corresponding series (major) and can be used as a condition for applying for the senior professional title in this city; employers in this city can, according to work needs, select and appoint personnel who meet the corresponding conditions to professional and technical positions of the corresponding level in accordance with the relevant professional and technical post appointment standards and appointment procedures.
2.中国籍人员在岗发挥作用突出，经本市用人单位推荐的可申请办理人才引进。
Chinese nationals who have performed outstandingly in their positions and are recommended by employers in this city can apply for talent introduction.
3.作出突出贡献的国际化专业人才，可按照《北京市高层次、急需紧缺、特殊特艺人才高级职称考核认定办法》认定取得高级职称，用人单位根据实际工作需要聘任相应专业技术职务。事业单位不受岗位总量和结构比例限制，正高级，可破格聘用在二、三级专业技术岗位，副高级，可破格聘用在五、六级专业技术岗位。
International professional talents who have made outstanding contributions may obtain senior professional titles through assessment and recognition in accordance with the "Measures for the Assessment and Recognition of Senior Professional Titles for High-level, Urgently Needed, Scarce, Special and Unique Talents in Beijing". Employers may appoint them to corresponding professional and technical positions based on actual work needs. Public institutions are not restricted by the total number of posts and structural proportions. Those with senior titles can be exceptionally employed in the second or third-level professional and technical posts; those with deputy senior titles can be exceptionally employed in the fifth or sixth-level professional and technical posts.
4.中国籍人员可享受赴港澳人才签注政策，可办理有效期1至5年不等的多次赴港澳人才签注。外籍人员可办理人才签证确认函，享受出入境便利，本人及家属按高层次人才办理签证证件、永久居留。
Chinese nationals can enjoy the policy of talent visas for traveling to Hong Kong and Macao, and can apply for multiple-entry talent visas to Hong Kong and Macao with validities ranging from 1 to 5 years. Foreign nationals can apply for talent visa confirmation letters to enjoy entry-exit convenience. They and their family members can apply for visa documents and permanent residence as high-level talents.
5.符合条件的纳入北京市高层次人才服务范围，在相关人才项目评选时作为重要参考依据。
Those who meet the criteria will be included in the scope of high-level talent services in Beijing and will serve as an important reference for the selection of relevant talent projects.
6.符合条件的支持申报本市科技计划项目

以上名单的持证人员，需与在京单位建立人事劳动关系，可享 5 项便利：

1.部分职业认证可对应具备相应系列（专业）中级职称，并可作为申报本市高级职称的条件；本市用人单位可根据工作需要，对符合对应条件的人员按照相应专业技术岗位任职条件和聘任程序，择优聘任相应级别专业技术职务。

多形式推进国际职业资格互认
Promote the mutual recognition of international vocational qualifications in multiple forms
针对《国际职业资格互认清单》（7 项），以直接认可证书、豁免部分课程、减免考试科目等形式，实现与本市专业技术职称互认（如 FIPA、CGMA、ACCA、CPA 通过 “豁免 / 减免” 互认，京港网络安全领域证书互认）。
For the "List of International Professional Qualification Mutual Recognition" (7 items), mutual recognition with the city's professional and technical titles is achieved through methods such as direct recognition of certificates, exemption from some courses, and reduction of exam subjects (for example, FIPA, CGMA, ACCA, and CPA achieve mutual recognition through "exemption/reduction", and mutual recognition of certificates in the cybersecurity field between Beijing and Hong Kong).
行业配套政策支持
Industry supporting policy support
允许持有目录内境外金融、会计、医师、教师职业资格的专业人员，依据本市各行业主管部门制定的实施办法与操作规范，在京依法开展执业活动，提供对应专业服务。
Professionals holding overseas financial, accounting, medical, and teaching professional qualifications listed in the catalog are allowed to legally carry out practice activities and provide corresponding professional services in Beijing in accordance with the implementation measures and operational specifications formulated by the competent authorities of various industries in this city.
完善京津冀证书查询验证服务平台建设
Improve the construction of the Beijing-Tianjin-Hebei certificate inquiry and verification service platform
1.通过升级平台功能、优化流程等方式缩短查验周期，为《目录》内职业资格证书的真实性提供专业、可靠的查询验证服务。
2.对于与在京单位建立人事劳动关系的人员，凭借该平台出具的查询验证结果，可减免相关证书的公证认证材料。此验证结果可作为在本市行政区域内办理工作居住证、人才引进手续、工作许可申请、外籍医师备案等各类业务时的有效依据。
3.《目录》内职业资格人员在京津冀区域内流动就业时，无需对所持职业资格重新进行确认，可直接依照相关规定享受对应的人才政策待遇。
- Shorten the inspection cycle by upgrading platform functions and optimizing processes, and provide professional and reliable inquiry and verification services for the authenticity of vocational qualification certificates included in the Catalogue.
- For personnel who have established personnel labor relations with units in Beijing, relevant notarization and certification materials of the certificates can be exempted by virtue of the inquiry and verification results issued by this platform. This verification result can serve as a valid basis for handling various businesses within the administrative region of this city, such as work residence permits, talent introduction procedures, work permit applications, and foreign physician registration.
- When personnel with vocational qualifications included in the Catalogue move for employment within the Beijing-Tianjin-Hebei region, they do not need to re-confirm their vocational qualifications and can directly enjoy the corresponding talent policy treatment in accordance with relevant regulations.
建立《目录》遴选、调整和退出机制
Establish a mechanism for the selection, adjustment, and withdrawal of the "Catalogue"
加强对《目录》中入选职业资格的多维度跟踪监测，具体涵盖证书发放情况、技术水平达标状况以及持证人员来京开展创新创业活动的实际成效等内容。对经监测发现不符合要求的项目，将从《目录》中移除。
Strengthen the multi-dimensional tracking and monitoring of the vocational qualifications included in the "Catalogue", specifically covering aspects such as the issuance of certificates, the status of meeting technical level standards, and the actual effectiveness of certificate holders coming to Beijing to carry out innovation and entrepreneurship activities. For projects found to be non-compliant through monitoring, they will be removed from the "Catalogue".
自 2021 年起，北京已连续四年推进国际职业资格认可工作，从 2021 - 2023 年的境外高水平职业资格单向认可，到 2024 年实现境内外职业资格 “单边认可” 到 “双向互认” 的突破。截至 2025 年 8 月，已为 2700 多家企业提供 7000 余人次国际职业资格查验服务，引进和评价专业人才近 600 名。2025 版目录的发布，进一步向全球释放北京汇聚高水平人才的坚定信号，为用人单位全球寻访专业人才提供精准指导。
Since 2021, Beijing has been promoting the recognition of international professional qualifications for four consecutive years. It evolved from the one-way recognition of high-level overseas professional qualifications from 2021 to 2023 to a breakthrough in 2024, transforming from "unilateral recognition" to "mutual recognition" of domestic and foreign professional qualifications. As of August 2025, it has provided international professional qualification verification services for more than 2,700 enterprises, involving over 7,000 person-times, and has introduced and evaluated nearly 600 professional talents. The release of the 2025 edition of the catalog further sends a firm signal to the world that Beijing is gathering high-level talents, and provides precise guidance for employers in their global search for professional talents.
