Do I need to grab a number and queue up for the Five-Star Card?
Is China's Five-Star Card issued through scheduled releases with slots grabbed on a first-come, first-served basis, just like snatching event tickets? Many people also compare it with the US green card, complaining that they keep failing to grab a slot and the process keeps getting delayed. Today, let’s sort this out clearly and explain the differences.
To start with the conclusion:There is no nationwide unified quota, no fixed schedule for the Five-Star Card itself, and there is no mechanism of "regular release of quotas or snatching quotas for application"
However, a "queuing" system does exist, which can be understood as queuing based on the order of applications. Submit your application earlier if you want to get it sooner.
Let’s start with the well-known US Green Card, which operates under a typical quota system. The United States sets a fixed number of Green Card slots each year. Employment-based immigration is subject to an annual cap along with per-country limits. When applications far outnumber the annual quota, lengthy waiting queues are formed. Applicants are queued by their priority date based on the filing time. Waiting times vary drastically across categories and nationalities. Some categories take several years, while certain groups face much longer waiting periods and must keep waiting until visa slots become available to proceed with their applications.
Many traditional immigrant countries follow this approach: Canada's Express Entry, New Zealand's Skilled Migrant Category, and UK permanent residence mostly operate on a points-based selection system with an annual quota pool. Once the quota is exhausted, new applicants have to wait for the next intake opening, and some streams conduct regular draws. Put simply: applicants get points assessed first, wait to be selected, and can only obtain approval if spots are available.
For permanent resident applications under Canada’s Express Entry (EE), the typical processing time is about 6 to 8 months, while Provincial Nominee Program (PNP) applications can take 12 to 18 months or even longer. Singapore’s Employment Pass (EP) enjoys relatively fast approval, with a common processing window of 3 to 8 weeks. However, Permanent Resident (PR) assessments operate more like a "black box": the typical timeframe ranges from 6 to 12 months, and it may stretch to 18 months in slower cases, with very limited transparency. Australia’s Subclass 189 Skilled Independent visa generally takes around 9 to 14 months to process.
Then why do we occasionally see claims about "Five-Star Card booking slots and queuing"? I looked up relevant posts online, and most of these claims fall into two categories:
The first scenario is that online appointment slots at exit-entry service windows in some cities are indeed in short supply.Take Hangzhou for example. For in-person submission appointments, some popular service outlets have very limited available slots, requiring people to keep checking for openings. Many people casually refer to this as "snatching the Five-Star Card".
The second scenario stems from misinformation. People equate the shortage of appointment slots with competition for permanent residence quotas. These two are entirely different: an appointment slot only reserves a time window for in-person document submission and biometric information collection, and is not equivalent to a permanent residence approval quota. Securing an appointment does not guarantee getting the Five-Star Card; failing to get an appointment does not mean all permanent residence quotas have been taken. You may try other service outlets or choose another time slot to make a new appointment.
China has never been an immigrant country in the traditional sense. Since the establishment of the Five-Star Card (Foreign Permanent Resident ID Card) system in 2004 up to 2026, it was not designed for "large-scale immigration intake". Instead, it aims to selectively attract individuals who can bring specific value.
For countries such as the United States, Canada, Australia and New Zealand, immigration serves as a regular channel for population replenishment. Their policies are centered on attracting overseas residents to settle, which is why supporting rules including annual immigration quotas and lotteries are in place. In contrast, China’s Five-Star Card is a permanent residence identity document issued to foreign nationals who meet statutory requirements. Its core purpose is talent recruitment, targeting foreign professionals, investors and eligible family members who have contributed to domestic development and satisfy strict criteria. It is not an open immigration pathway for ordinary overseas applicants.
As for reports of "queuing to grab appointment slots", this reflects the practical application rhythm resulting from concentrated applications in popular regions and refined review procedures, rather than a unified "national waiting list". The shortage of appointment slots for document submission at exit-entry authorities in some cities is merely an issue of available time slots, and applicants may try booking through multiple channels.
Some applicants get approved faster while others take longer. The difference mainly lies in whether their application route matches the requirements and the completeness and quality of their documentation, rather than how quickly they can secure an appointment.
By the way, here is more about the functions of the Five-Star Card, which many people are still unfamiliar with: the Five-Star Card is the new version of the Foreigner Permanent Residence ID Card. Once approved, it serves as an "ID card" for foreign nationals within China.
- Free entry and exit No need to apply for visas or renew them repeatedly
With the Five-Star Card and their foreign passport, holders may enter and exit China multiple times without applying for visas or renewing residence permits upon expiry. Travel between China and overseas becomes much easier, free from the restrictions of visa validity periods.
- Domestic travel: swipe the card independently instead of carrying a passport all the time
The Five-Star Card can be used directly for check-in, ticket inspection and security checks at self-service machines in railway stations and airports when buying high-speed rail tickets via 12306 or purchasing air tickets online. It is accepted for high-speed trains, domestic flights and ships. There is no need to carry a bulky passport every time you travel, lowering the risk of loss or damage to the passport.
- Direct check-in at hotels by swiping the card
For check-in at domestic hotels and homestays, the Five-Star Card alone can be used as identity documentation for registration, with no passport verification required, making short-stay accommodation much more convenient.
- No separate Foreigner Work Permit required for employment (core advantage)
Ordinary foreign nationals working in China need to meet relevant employment requirements and hold both a Work Permit and a Work Residence Permit. Approval is often required again when changing jobs or relocating to another city. Holders of the Five-Star Card do not need a Foreigner Work Permit to work in China; they may seek employment or start businesses independently, which greatly simplifies administrative procedures for employers.
- Eligible for social insurance and housing fund under the same rules as residents
Holders may contribute to employee social insurance and housing funds normally. They can use medical insurance for medical treatment and the housing fund for home purchases (subject to local housing purchase restriction policies, with varying detailed rules across regions) and enjoy corresponding social security benefits.
- Smooth access to financial services and real-name verification on most mainstream platforms
The Five-Star Card alone can be used to open debit cards, apply for credit cards, purchase wealth management products and insurance, and open securities accounts at banks. WeChat, Alipay, major e-commerce and lifestyle platforms support real-name verification, payments and utility bill payments with the Five-Star Card, eliminating the cumbersome passport filing process.
- Available for real estate registration, vehicle registration and traffic administration services
Holders can complete real estate registration and purchase property (subject to local purchase restrictions for foreign nationals). It is supported for vehicle registration at traffic management offices, driver’s license renewal, and binding the document on the Traffic Management 12123 platform to handle traffic violations; the document can be directly entered into relevant systems.
- Direct application for communication services including mobile numbers and broadband
At operator service outlets, holders can apply for new mobile numbers and broadband services with the Five-Star Card, without repeatedly submitting a large set of documents such as passports and residence certificates.
- Access to the one-stop government online service platform for self-submission of many services
The Five-Star Card has been added as a supported document type on government systems including the National Government Service Platform and the Individual Income Tax APP. It streamlines the online submission of identity materials for tax declaration, various filings and property-related government affairs, removing the need for repeated offline passport verification for many services.
- Supporting policies for children’s education (please note the previous rules for international schools for children of foreign nationals)
If a child holds foreign nationality and meets the requirements, they may apply to international schools for children of foreign nationals. The child may also apply for a Five-Star Card along with their foreign parent(s) and attend public schools, private bilingual schools and other institutions in accordance with local policies. Detailed rules issued by local education bureaus vary and are subject to local regulations.
- Equivalent legal validity to a passport for taxation and litigation matters
For tax-related procedures, lawsuits, notarization, inheritance and other matters, the Five-Star Card independently carries legal identity verification validity. There is no requirement to provide additional notarized passport translations, saving the cost and time for notarization and translation.
- Lifelong unique document number, long-term validity and convenient renewal nearby
The Five-Star Card features an 18-digit lifelong unique number. When the card expires, only card renewal is needed, with no reapplication for permanent residence status required. It has a high level of anti-counterfeiting technology and stronger stability.
The Five-Star Card is a policy-based status. Its eligibility criteria and review standards will be continuously refined in the course of practical implementation. Meeting the requirements today does not automatically guarantee continued eligibility in the years ahead. As for the waiting queue, accept it, plan well in advance and get preparations started early.
