外籍人士在中国境内可以绑定和使用支付宝的境外银行卡进行支付消费，步骤如下：
Foreigners in China can bind and use overseas bank cards with Alipay for payment and consumption. The steps are as follows:1、下载和注册 下载支付宝App，点击【注册账号】，选择【国际版】。
1. Download and Registration
Download the Alipay App, click [Register Account], and select [International Version].
2、绑定银行卡
点击【立即添加】进入绑卡页面，按照页面提示，即可完成绑卡操作。
2. Binding a bank card
Click [Add Now] to enter the card binding page, and follow the prompts on the page to complete the card binding operation.
