政策目标
贯彻落实《全面深化前海深港现代服务业合作区改革开放方案》《前海深港现代服务业合作区总体发展规划》，加快科技服务业高质量发展，推动科技创新与产业创新融合、科技成果转化，培育经济新动能，助力粤港澳大湾区国际科技创新中心建设。
Policy Goals:Implement the "Plan for Comprehensively Deepening the Reform and Opening-up of the Qianhai Shenzhen-Hong Kong Modern Service Industry Cooperation Zone" and the "Overall Development Plan for the Qianhai Shenzhen-Hong Kong Modern Service Industry Cooperation Zone", accelerate the high-quality development of the science and technology service industry, promote the integration of technological innovation and industrial innovation, and the transformation of scientific and technological achievements, cultivate new economic drivers, and assist in the construction of the international science and technology innovation center in the Guangdong-Hong Kong-Macau Greater Bay Area.
二、核心支持内容
Core Supporting Content
（一）重点领域布局支持
围绕 7 大科技服务业领域提供针对性奖励 / 补贴，具体如下：

Provide targeted rewards/subsidies focusing on 7 major science and technology service industries, as follows:

科技服务业机构可申请前海创新型产业用房，按条件享受租金优惠，具体如下：
(2) Support for Space Supply
Scientific and technological service institutions can apply for Qianhai innovative industrial premises and enjoy rent concessions on a conditional basis. The details are as follows:
- 办公空间标准：人均 20 平方米（超面积不享受免租）
- 租赁期限：不少于 1 年（不含免租期），最长 5 年；续租需提前 6 个月申请，原则不超 2 次
- Office space standard: 20 square meters per person (no rent exemption for excess area)
- Lease term: not less than 1 year (excluding rent-free period), maximum 5 years; renewal application must be submitted 6 months in advance, and in principle, it shall not exceed 2 times
（三）国际科研成果转化支持
(III) Support for the Transformation of International Scientific Research Achievements
1.支持 QS 前 100 高校联合企业在前海设科技服务机构，开展技术转移。
2.获香港特区政府创新科技署 1000 万港元以上资助、且上年度前海研发投入 300 万元以上的机构，按研发投入 20% 奖励，每年最高 150 万元（累计不超 3 年）。
1.Support top 100 QS universities to jointly establish technology service institutions with enterprises in Qianhai to carry out technology transfer.
2.For institutions that have received more than HK$10 million in funding from the Innovation and Technology Commission of the Hong Kong Special Administrative Region Government and have invested more than 3 million yuan in research and development in Qianhai in the previous year, a reward of 20% of the research and development investment will be given, with a maximum of 1.5 million yuan per year (cumulatively not exceeding 3 years).
（四）标准制定支持
(IV) Support for Standard Formulation
1.可申请市级国际 / 国家 / 行业 / 地方标准制定资助。
2.主导制定并发布湾区标准的机构，每项奖励 10 万元（年度最高 100 万元）；标准前言排名前两名可申请，行政机关 / 财政全额核拨单位除外。
1.Eligible to apply for municipal funding for the formulation of international, national, industrial, or local standards.
2.Institutions that take the lead in formulating and releasing Guangdong-Hong Kong-Macau Greater Bay Area standards will be awarded 100,000 yuan per standard (with an annual maximum of 1,000,000 yuan). Only those ranked among the top two in the preface of the standard are eligible to apply, excluding administrative agencies and units fully funded by public finance.
（五）税收优惠
(V) Tax Incentives
1.符合条件的科技服务业机构：减按 15% 税率征收企业所得税。
2.前海科技服务机构工作的香港居民：个人所得税税负超香港部分免征。
3.符合条件的境外高端及紧缺人才：按内地与香港个税税负差额补贴。
1.Qualified science and technology service institutions: Corporate income tax shall be levied at a reduced rate of 15%.
2.Hong Kong residents working in Qianhai science and technology service institutions: The part of individual income tax burden that exceeds that in Hong Kong shall be exempted.
3.Qualified foreign high-end and in-demand talents: Subsidies shall be provided according to the difference in individual income tax burden between the Chinese mainland and Hong Kong.
（六）人才集聚支持
1.优先推荐拔尖 / 专业 / 紧缺人才申报国家重大人才计划，入选后享奖励及配套保障。
2.推荐符合条件的机构申请市高层次人才团队专项。
3.提供入境居留便利（签证、工作居留、通关），外籍高层次人才可申请永久居留，符合条件外籍人员可申 R 字签证。保障措施：高层次人才享保障性住房、子女教育、配偶就业、医疗保障（市区联动）。
(VI) Support for Talent Aggregation
1.Priority is given to recommending top-notch, professional, and urgently needed talents to apply for national major talent programs. Those selected will enjoy rewards and supporting guarantees.
2.Recommend qualified institutions to apply for the municipal special project for high-level talent teams.
3.Provide convenience for entry and residence (visa, work residence, customs clearance). Foreign high-level talents can apply for permanent residence, and eligible foreign personnel can apply for an R visa.
Safeguard measures: High-level talents are entitled to access to indemnificatory housing, children's education, spouse's employment, and medical security (with joint efforts from the urban and district levels).
（七）金融支持
1.利用市场化基金、种子基金、前海产业引导基金，加大对高成长性企业投资。2.鼓励金融机构丰富产品，完善科技企业上市、发债、并购服务；支持利用超长期特别国债、企业债等融资工具。3.试点知识产权质押融资、跨境供应链金融；支持研发 / 检验检测机构以融资租赁采购科研设备。
(7) Financial Support
1.Utilize market-oriented funds, seed funds, and Qianhai Industrial Guidance Fund to increase investment in high-growth enterprises.
2.Encourage financial institutions to enrich their products, improve services for technology enterprises in listing, bond issuance, and mergers and acquisitions; support the use of ultra-long-term special national bonds, corporate bonds, and other financing instruments.
3.Pilot intellectual property pledge financing and cross-border supply chain finance; support R&D/testing and inspection institutions in purchasing scientific research equipment through financia
l leasing.
（八）知识产权服务
1.支持创新主体布局知识产权、开展成果转化，鼓励专利代理机构提供服务。
2.市知识产权保护中心为香港申请人提供发明专利优先审查、快速预审。
3.海外知识产权纠纷应对指导深圳分中心提供海外纠纷指导。
(8) Intellectual Property Services
1.Support innovation entities in arranging intellectual property and carrying out achievement transformation, and encourage patent agencies to provide services.
2.The Municipal Intellectual Property Protection Center provides priority examination and rapid pre-examination of invention patents for Hong Kong applicants.
3.The Shenzhen Branch of the Overseas Intellectual Property Dispute Response Guidance Center provides guidance on overseas disputes.
（九）其他支持
1.可叠加享受前海科技创新、人工智能、研发中心等产业资金政策，及深圳市、前海实际利用外资奖励。
2.机构人员可申请前海住房保障。
3.鼓励利用自贸区、综合保税区政策开展创新业务。
(9) Other supports
1.Can be stacked to enjoy Qianhai’s industrial funding policies for technological innovation, artificial intelligence, R&D centers, etc., as well as incentives for actual utilization of foreign capital by Shenzhen City and Qianhai.
2.Organization personnel can apply for Qianhai housing security.
3.Encourage the use of free trade zone and comprehensive bonded zone policies to develop innovative businesses.
三、申请条件与附则
III. Application Requirements and Supplementary Provisions
（一）申请主体条件
1.在前海实际经营，未列入严重失信主体名单的法人 / 非法人组织及分支机构。
2.主营《国民经济行业分类与代码（GBT4754-2017）》第 73-75 类业务（部分条款除外）。
3.未处于财政性资金支持科技活动禁止期限，无虚报、挪用资金等严重违规情形。
(1) Conditions for Applicant Entities
1.Legal persons/unincorporated organizations and their branches that actually operate in Qianhai and are not included in the list of seriously dishonest entities.
2.Mainly engaged in businesses listed in Classes 73-75 of the "National Economic Industry Classification and Codes (GBT4754-2017)" (except for some provisions).
3.Not within the period of prohibition from receiving financial support for scientific and technological activities, and without serious violations such as false reporting or misappropriation of funds.
（二）关键规则
1.资金扶持：单个机构每年最高 1000 万元。
2.重复享受：同时符合前海、南山 / 宝安或其他同类政策的，按 “择优不重复” 执行。
3.违规处理：弄虚作假骗取资金的，收回资金并按 LPR 计息；构成犯罪的追究刑责。
(2) Key Rules
1.Fund Support: A maximum of 10 million yuan per year for a single institution.
2.Duplicate Benefits: For those who meet the requirements of Qianhai, Nanshan/Bao'an or other similar policies at the same time, the principle of "choosing the best without duplication" shall be implemented.
3.Handling of Violations: Those who defraud funds by fraudulent means shall have the funds recovered and interest calculated according to the LPR; if the act constitutes a crime, criminal liability shall be pursued.
